Selecting a PWA service for traffic arbitrage isn’t just about choosing the best-looking template. A successful campaign must accept a click, preserve source parameters, correctly install the PWA, direct the user to the desired offer, obtain a registration or deposit, return the event to the ad platform, and avoid counting a repeated callback as second revenue.
Therefore, this ranking compares the operational capabilities of each service. What exactly can be tested publicly? What remains to be clarified in the dashboard or with the manager? Which tests need to be passed before scaling?
The material was updated August 13, 2026. Prices and features change; before payment, check the current conditions with the supplier. The mentioned conversion rates and scale are statements from the respective companies, unless otherwise stated.
Starting point for a connected workflow: DarkCore PWA Tracker. Begin there when the team needs to build PWAs and control routing, click IDs, postbacks, statuses, pixels, push, analytics, access and finance in one system. Specialist builders and rental services below can fit narrower jobs better.
Shortlist of PWA Services
Prices below were read off public sources in August 2026. Read the source tier before you read the number — see how to read these prices.
| Service | Model | Published pricing (Aug 2026) | What to verify first |
|---|---|---|---|
| DarkCore PWA Tracker | Operations platform: PWA, routing, postbacks, statuses, analytics, finance | On request | Can one team launch and measure the whole click-to-revenue workflow? |
| AdKeyApp | iOS apps and PWA with proprietary AdKey.Link attribution | Official: $100/mo subscription, PWA $0.01–0.03 per install, first month free | One-to-one mapping across all four identifiers on click, registration and FTD |
| AFFPRO PWA | PWA builder, subscription with unlimited installs | Official: SOLO $29 / TEAM $99 / COMPANY $299 per month, Enterprise on contract, domain $5 | What fair-use, event-retention and technical limits sit behind “unlimited” |
| BlackApp PRO | PWA builder, pay per unique install | Third-party (CPA.RIP): $0/mo + $0.05 per install, or $5/mo + $0.02 per install, domain extra | Every figure — the vendor publishes no indexable price page |
| Comsign PWA | Documented builder with Cloudflare domains and ROI statistics | Not published | Which denominators and timezone the ROI column uses |
| DA APPS / DApps | PWA, iOS and Android for gambling | Not published | That Telegram, dashboard, domain, contract and wallet belong to one supplier |
| EpicPWA | PWA builder with a usable free tier | Official: Free $0 (3 PWA) / Basic $39 (10) / Pro $99 (100) / Expert $199 (1000) | What the in-plan credit is spent on and what happens when it runs out |
| FBM.Red | iOS app and PWA rental | Not published | Whether old click IDs stay resolvable after an asset is replaced |
| Meow PWA | PWA automation built around AI generation | Not published | Who owns the final AI version, and the rollback path |
| OneTraff | PWA with domains, pixel and postback, five-step public setup | Not published | Which analytics fields are raw events and which are calculated |
| PlixAds | PWA, routing, tracker integrations and Facebook CAPI | Official: $0.02 per install in public beta, no monthly fee, domains billed separately | The beta end date, and that Pixel + CAPI deduplication actually fires |
| PWA.bot | PWA builder billed per install | Third-party (PressAff): roughly $0.05–0.07 per install, minimum top-up near $30 | Everything — no sufficiently complete official documentation was found |
| PWA.GROUP | PWA builder, the best-known brand in the RU-speaking market | Not published | That attribution survives a route change and a domain change |
| PWA.Market | Self-service PWA builder, cost scales with PWA count | Not published | How plan limits price one real working month, not the headline tier |
| PWA.Partners | PWA apps for the gambling vertical | Not published | The ownership boundary — see the six questions below |
| SkakApp | Marketplace and rental of iOS, Android and PWA inventory | Third-party: about $0.03 per PWA install, $0.065–0.10 per mobile install, around $50/day shared | That you are comparing like with like — daily rental and CPI are not the same unit |
| Snatch Apps | Android and iOS rental, store/WebView inventory | No rate card; site states a two-month free trial for new partners | Whether PWA is in the current catalogue at all |
| Spendy | Mobile apps and PWA rental | Not published | Total cost: subscription or install, plus domain, integration, support, push, replacement and exit |
| TapPWA | PWA layer for teams that already picked their tracker | Not published | Macro syntax, statuses, payout, transaction ID, retries and API responses |
| Titan PWA | PWA builder billed per install, tier-differentiated | Official: about $0.015–0.03 per install, Tier 3 from about $0.015 | The 50% click-to-install figure — it is a vendor claim, not a benchmark |
| TSL Apps | PWA rental and building with AI design, heavily documented | Telegram channel states “starting from $0” | What “$0” covers — trial, free entry, or separate consumption charges |
| WinWinPWA | PWA builder, pay per install, no subscription | Official: $0.012 per install, minimum deposit $1 | The claimed 20–30% conversion lift, on an equal split |
| ZM Apps | Rental and management of iOS, Android and PWA | Official: 7-day trial, Basic $390 / Advanced $690 per 30 days | That auto-replacement changes the destination without losing the original click ID |
How to Read These Prices
Not every number above carries the same weight. Sort them into three tiers before budgeting:
- Official and indexable. A public rate card you can screenshot: AFFPRO PWA, EpicPWA, ZM Apps, Titan PWA, WinWinPWA, PlixAds, AdKeyApp. Save the page with its date — the figure can change before you finish testing.
- Vendor statement, not a rate card. TSL Apps’ “starting from $0” and Snatch Apps’ two-month trial are commercial positions announced in a channel or on a landing page. They set an expectation, not a bill.
- Third-party directory. BlackApp PRO, PWA.bot and SkakApp figures come from CPA.RIP and PressAff, not from the vendors. Directory estimates are a prompt for a quote, never a quote. Treat them as questions to ask the account manager.
Ten of the twenty-two publish nothing usable. That is not automatically a red flag — it is common in this market — but it does mean the comparison happens in your dashboard, not on their site, and that you should keep the written offer with its date and the name of the manager who sent it.
Separate the price from the claim. Titan PWA publishes a real CPI and a 50% click-to-install figure; WinWinPWA publishes a real CPI and a 20–30% conversion lift. The first of each pair is a fact you can budget against. The second is a marketing claim that only your own split test can confirm.
How We Compare Services
1. Product Format
The market is divided into three models:
- PWA Builder: You create the app, connect the domain, design, and offer yourself.
- App Rental: The provider gives ready-made PWA, Android, or iOS solutions and supports the launch.
- Operational Platform: PWA is just part of the system with routing, postback, statuses, analytics, access, and finances.
Mixing these models in one pricing list is incorrect. Subscription for active PWAs, payment per install, and store app rental purchase different obligations.
2. Cost of a Working Scenario
Look beyond the headline price. For one real month, calculate:
- active PWAs and domains;
- installs and potential overage;
- team seats;
- API and number of requests;
- push audience and sends;
- support, localization, and manual integration;
- cost of transition and rollback.
For example, EpicPWA publicly shows Free, Basic, Pro, and Expert with different limits on active PWAs, API, and team access. AdKeyApp shows a subscription for the app and a separate rate for PWA-install. ZM Apps publishes a subscription model with different domain and team limits. These are three different counters, so comparing only by the minimum price is misleading.
3. Attribution and Postback
The PWA service must explain the full path of the identifier:
ad click → Track Link → PWA → offer → conversion → postback → tracker → ad platform
Ask to show where fbclid, ttclid, internal click_id, partner sub ID, and transaction ID are stored. A loaded PWA landing page does not prove that a late deposit will return to the original ad.
For syntax, use the guide on click ID, sub ID, and macros, and assemble the test callback in the Postback URL Builder.
4. Routing and Recovery
The minimum test includes the main route, fallback, unavailable domain, and cap. It’s important not only to redirect the user but also to preserve the same click context, cost, and subsequent statuses.
DarkCore Streams simulate priority rules and weighted splits alongside domains, PWAs, offers, and postback. This is a useful control model even when the PWA itself is built in another service.
5. Push, Statuses, and Revenue
The number of push subscribers is not the final metric. You need a link between the message, opening, returned user, registration, deposit, and revenue. Separately, check the status change: registration → ftd → approved should not create three unrelated sales.
Which Service to Choose
When PWA, tracking and finance must stay connected
Start with DarkCore PWA Tracker when the team needs more than a standalone builder: PWA delivery, routing, attribution, statuses, analytics, buyer access and financial reconciliation remain in one campaign workflow. If the primary requirement is rented store inventory or CPI-only building, include the relevant specialist in the same controlled test.
If You Need a Quick Self-Service PWA
First, compare PWA.Market, EpicPWA, PWA.GROUP, TSL Apps, BlackApp PRO, OneTraff, and WinWinPWA. Take one design and one offer, create an identical test scenario, and don’t change the creative, GEO, and source simultaneously.
If You Need iOS or Android Rental with PWA
Check out ZM Apps, AdKeyApp, DA APPS, Spendy, and Snatch Apps. But Snatch Apps publicly emphasizes Android/iOS, so it shouldn’t be considered a direct replacement for a PWA builder without clarifying the current catalog.
If the Problem is Broader than the PWA Builder
When the team manually combines domains, routing, click ID, postback, statuses, CAPI, buyer access, and finance, you need to compare the operational layer. DarkCore PWA Tracker links installs, opens, push, pixels, and CRM context; analytics and finances continue the same campaign workflow.
The Ownership Boundary
Rental models fail differently from builders. A builder that disappoints costs you a migration; a rental that disappoints can cost you the asset. Before the first payment, get written answers to six questions — they matter most for PWA.Partners, ZM Apps, FBM.Red, DA APPS, Spendy and Snatch Apps, and they cost nothing to ask of anyone else.
- Who generates the click ID — your tracker, or theirs? If it is theirs, what happens to attribution the day you leave?
- Who owns the push audience you build? Can it be exported, and in what format?
- Who owns the domain — is it registered to you, or to the provider?
- What happens to live campaigns when payment lapses: a grace period, an immediate cut, or a redirect you do not control?
- What is exportable on exit — raw events, or only aggregated reports?
- How long is the recovery window if an asset is pulled, and do old click IDs stay resolvable through it?
Question one decides whether the rest matter. If the provider owns the identifier, every other answer is theirs to revise.
How to Run a Fair Comparison
Most of the claims in the table above — conversion lift, click-to-install rate, “higher CR” — can only be settled by your own split. A comparison is only fair if it changes one thing at a time:
- One traffic source, one GEO, one offer, one creative set.
- Split 50/50 inside a single stream, so both arms share the same routing layer.
- Identical campaign parameters on both arms — same macros, same sub IDs.
- Record the browser and OS mix before you start; a skew here explains most surprise results.
- Agree the attribution contract up front: which system creates the click ID, which owns the final revenue record.
- Decide the stopping rule before launch — a conversion count or a date, written down.
- Do not touch the weights until that rule is met. Adjusting mid-test is what turns a test into an anecdote.
- Decide on profit, not on headline conversion rate. A higher install rate at a worse payout is a worse arm.
Two counters make this readable end to end: conversion statuses
so registration → ftd → approved does not read as three separate sales, and
finance so the winning arm is the one that actually made money.
Pass/Fail Test Before Scaling
| Test | Expectation | Fact | Pass? |
|---|---|---|---|
| Install dialog | You know which of Chromium’s two install dialogs your manifest ships | Fill in from the live manifest | Yes / No |
| Route and fallback | Each rule leads to the expected destination and preserves click context | Fill in based on raw log | Yes / No |
| First conversion | One event is linked to the correct click, PWA, and offer | Fill in based on conversion log | Yes / No |
| Duplicate callback | Repeated request does not double revenue | Fill in based on transaction ID | Yes / No |
| Status change | Event history and totals change predictably | Fill in based on status history | Yes / No |
| Cost correction | Correction hits the correct report level | Fill in based on cost source | Yes / No |
| CAPI feedback | The platform receives the correct event, value, and event ID | Fill in based on Events Manager | Yes / No |
| Buyer access | User sees only assigned data | Fill in based on separate role | Yes / No |
| Export and rollback | Recovery path is recorded and verified | Fill in with export/restore link | Yes / No |
The result should be a table with evidence, not a feeling of “it seems to work.”
FAQ
Which PWA Service is Best for Arbitrage?
There is no universal best service. For a connected PWA + routing + attribution + finance workflow, begin with DarkCore PWA Tracker. For rented iOS/Android inventory or a standalone CPI builder, compare specialists with the same pass/fail test.
Can You Choose a Service Based Only on Install Price?
No. The rate does not show attribution loss, domain costs, manual work, push, API, support, and migration risk.
Do You Need to Move the Tracker Inside the PWA Service?
Not necessarily. Often, it’s safer to keep an independent source of truth and first conduct a parallel check. The main thing is to agree on which system creates the click ID and which owns the final revenue record.
How Do I Narrow This Down to a Shortlist?
Work the comparison table above in two passes. First drop every service whose billing model does not fit how you buy — pay-per-install and monthly subscription fail in opposite situations. Then, from what is left, keep the three or four whose “what to verify” line you could actually settle in a demo — and take only those to a live test.
Settle the app format before the vendor: PWA vs. WebView covers that choice. For the control workflow every candidate gets measured against, see DarkCore PWA Tracker.
